Your thinking of cases of a website being a standalone entity with its own clear staffing, but it's not always like this. Organisations may have a website with a particular group of people managing that site - so it needs to be clear that those listed are the staff of the site, not the organisation. The specificity makes it apply correctly to the largest group of sites in my opinion.
Another reason it makes some sense is that some sites have a name (like mine Surfrenzy) but I put Surfrenzy Network in the copyright and other places. I don't want to call my site Sufrenzy Network though, just as one example.
I know this can be changed by editing the pages. I am working on the out-of-the-box experience. Admins could just as easily edit their website name into the page titles.
