You can workaround at line 95 of sources/config.php. Alter that to not look at the option and turn the option off.

I had a look and couldn't find any options affecting signup that weren't in "Member and forum options".

We'll be moving to having an option to control whether to bring up this screen or not, rather than trying to auto-detect.
