What can commonly happen is people can install a hot-fix and it inserts a file from an addon that was removed previously. Then an addon is only partially installed, missing other files it needs.
Or, someone can do the upgrade process incorrectly - extracting all the new files rather than using the upgrader's process (the upgrader knows what files to extract from an upgrade TAR so as to not put files back from addons that were removed previously, and files not put back are archived into the TAR files for the non-installed addons so they will be up-to-date if the addon is restored later).
You probably have a imports/addons/wiki.tar file. If you manually extract it all the files should all consistently be backed.
