Check your file permissions on that folder, and the file itself. Also check your disk space / quota.
If the permissions have been broken by something, Composr's documentation shows what the correct permissions should be.

All folders are 755 and files 644. I went through every folder.

The site isn't even public yet so disk space is ok.

I also tried safe mode and upgrade. trying to get in and neither will let me in.

Where did you get 755 and 644 from?

If the web user is not the same as the user owning the files, it needs to be 777 and 666.

so then every file is wrong? It was working that way when I went to bed and when I got up it wasn't. I built the whole site the past few days. I did install the image carosel so I guess that could have done it.  But in the file manager of the host 755 and 644?

Maybe the webhost changed changed what the web user is, or somehow reset all the permissions. I've seen that happen before.

Anyway, I've provided a link listing what all the permissions need, there's not much more to say about it. If the host has broken it you could ask them to fix it for you.

Overwrite cache files isn't going to make any difference if the permissions are still incorrect. It's not a problem with the contents of the files, just the permissions writing to them.
