Hi. There isn't a block currently, but there are various bits of code on the web which you could easily turn into a miniblock.

I wrote several miniblocks just like waht you're talking about. Check out the tutorial on miniblocks. They are super easy to write, and perfect for your radio player idea. Also, the iframes for online radio stations, or YouTube, or UStream, are on those websites' pages, which makes it really easy to write a miniblock. The tutorial I used to make my miniblocks (a moon phase side block and a graphic ephemeris showing the position of the planets) is here:

On my site (I run an online radio) We simply put two links to our Shoutcast Server, and another for our Tune-In Radio page.. Then underneath, we put an iframe that auto refreshes every 30 seconds and shows the current song playing... There are a ton of Shoutcast Flash players, that could theorectically be placed in an iframe...

the link for a good player is in this site:

I have searched all the web but free ones don't do enough and this is the cheapest i believe.

Try http://www.shouthost.com/freeflashplayer/ and choose html5
Flash is probably not the best way too go, many browsers have flash disabled.
