There is an issue with %5C being included (sometimes more than once) in the Base URL during installs on Windows servers. This can easily be rectified before or after installation. Salman fixed this issue on the tracker. You will need to replace your current sources/themes.php with the updated file from the tracker issue @ 0002538: fatal exit on multiple pages after upgrade to 10rc8 - Composr CMS feature tracker
