That is a "main_" block, meaning it is not intended for use in a side panel. Only "side_" blocks are intended for use on side panels.
If there was something in Composr which allowed you to add it to a side panel (other than the zone editor or Comcode page editing... e.g. if the Setup Wizard had an option for it), please open a separate issue indicating it should be removed.
