Please post support questions on the forum. This is a legitimate error message, not a bug.

However, to answer your question...

You very likely have not set up an FTP server on your Windows computer that you're installing to.

You should not need to. If you set the correct permissions on the Composr install folder then it will detect FTP is not needed. OR, you can install using the manual extractor installer (where you unzip the files rather than the installer having to). However in the latter case you'll still need to work out what file permissions you need to set, as currently PHP is unable to write files to disk.
