It's not a bug, but I'm changing it so that you can always see the titles of a usergroup you're in as that's more logical. Previously it was privilege based, apart from a few places.

The CONTENT_VALIDATION thing sounds like you have the workflows addon partially installed. lang_custom/EN/workflows.ini not there but ources_custom/hooks/systems/notifications/workflow_step.php there.
