I wonder if you installed the non-bundled Shoutr addon without having the bundled chat addon installed.

Or, somehow partly installed the chat addon perhaps by installing a hotfix for it.

Anyway, you need to go to Admin Zone > Structure > Addons and install the chat addon from there.
