Automated response: Choosing any suggested user in a username field triggers user does not exist overlay

This fix adds a 250 millisecond timeout on the auto-completion to ensure when we do the check, we're doing it on the new value in the field, not the old value, which triggered the error.

This also clears the fields when the member does not exist or restricts permission to PT.
