That's a good question. I need to think this one through and the legality.

On one hand, it's best for it to be enabled because of data protection legislation governing children. But on another hand that would be an issue if the webmaster has not filled in a COPPA address yet.

Per a conversation I had with Chris back on January 24, 2024 (and I forgot about this), COPPA was indeed set intentionally to be enabled by default. I am closing this issue in that case.
