PHP banners work
Users without "Place a PHP banner" permission will not have PHP executed in their banners when previewed
Users without "Place an HTML banner" permission may not created a direct code banner, because the form field is missing
Users without "Place an HTML banner" permission may not created a direct code banner, because even if the form field was injected, it is blocked
If a user loses "Place an HTML banner" permission, the banner will not execute with it when previewed
