My bad, it's a privilege... "Easily open up categories as virtual roots". Which groups have this privilege?

Looks to be a complicated issue perhaps regarding how pages are cached. Assigning to Chris. Chris can decide if this should be fixed for v10 or delegated to v11 (if the issue exists in v11 as well).
