I cannot reproduce this issue.

When editing the first post in a topic, a message appears at the top saying "You are editing the first post of a topic. You can find other settings by editing the topic itself." When you click the "editing the topic itself" link, it takes you to a screen to edit the topic, where the description field appears for editing.

Please let me know if you already tried this, and I'll explore further.
