Chris suggests not disabling it by default but warn against it in the EU (typical EU message). Suggest possible Matomo implementation alternative in documentation. Also mark this not supported.

Matamo integration needs to be just as easy/supported as Google Analytics, and documented preferentially.

Due to the timely need to get v11 out, I'm delaying the Matamo integration to 11.1 etc. But I will implement the warnings and non-support status in 11.0.
