Actually, perhaps a new permission should be used instead, "Bypass profile link protection for members with no posts". And by default, it is enabled for staff.

If we go this route, it must be a v11 implementation.

Seems to be specific to compo.sr / custom code. I'm not finding this in the v11 codebase
