I have filed a separate issue. The only case where it matters is if a page has child pages, and ordering is relative between those child pages. The only case for that in a default install is under the help page, where 3 pages should really have an order set for them. In this case all the non-core pages come from chat, so it's a chat-addon issue.

Well as the list of pages grow, it's a long scroll down to automated criteria when every page you add defaults to an ID of 1. I just thought it would be more sensible default for all new pages.

The Comcode page management screen is ordered by page name, not page order.
It may be best to make use of the Filter feature. On testing I found navigating using that a bit clunky so I made #4771.
