I wasn't sure what this referred to at first, so I looked into it. When you add a catalogue category it asks a sort order, and that sort order is a number (default is to make it lowest in sort), but you can also choose 'automated criteria' to have it automatically work by title (or date if a hidden option is set).

There seems to be a bug. It asks this sort order for any catalogue type, but is only used for non-tree catalogues (i.e. with an index screen). For tree catalogues the value does nothing.

Further, it's flipping to automated criteria as the default if you've already got one category like that.
EXCEPT it is doing so even if such a category is in a DIFFERENT CATALOGUE.
So that's a bug too.

I've fixed in #4745, which cleanly describes the 3 problems here.
