Decided to implement HTTP:BL directly into the same work being done for the stopwebspam task. As stopwebspam asks us to do a RBL check of its syndicated data first to avoid stress on their servers, and we may as well therefore implement RBL checks as a proper configurable layer. So this is all being implemented together as a unified spam checking system with unified options.

Oh, and configuration for honeypots was added too :). There's a new symbol for dumping the honeypot URLs into the footer template, randomised according to the Project Honeypot recommendations for link injection. The config option asks where the honeypot was installed and provides a link across to the Project Honeypot setup wizard.
