Actually tut_configuration will need updating too for this, and also for #3939. Any initial configuration needs to be properly documented in there.

I instead dropped the bottom part of the new theme. There was space for 3 blocks in it, and only 3 blocks designed for it - meaning we were enforcing people to show news, tags, and the social icons - very much against the Composr philosophy of letting people pick and choose features. The Setup Wizard could not configure it either. And, pulling out specific content in specific ways goes against the new "tiles layout" approach in v11.
