Suggested solution is preventing a user to save a topic with title consists only of blank and special characters

Could not reproduce. JS form validation code is correctly seeing the title is blank even if it is spaces.

However for v8 I have added a server-side equivalent to this, so it will see spaces as bank on the server too.
