This is not as simple as it seems.

For this to work we need to have statistically-significant numbers of logged hits to the test pages, since the last Health Check (and we need to know the timestamp of that last Health Check).

This is not at all guaranteed. For this reason I'm going to close this, as the complexity and uncertainty from it does not warrant the speed boost in the Health Check.
