Mention in tut_legal tutorial.

This is done, except it's not resource-fs, it's a JSON-format basically based more directly off DB-tables. This makes sense given a lot of what is included isn't even available in resource-fs, and that we need to contextualise in a human-friendly way.
If we feel important to unify in the future we could, but it would require making sure both resource-fs and the privacy format are a superset of each's requirements, and that'd require a lot of care.
