This should be done with custom templating.

There are many problems with this as presented:
1) It assumes people are displaying both at once. Certainly someone may have themed the top one out of the header.
2) Collaboration zone removed in v11.
3) Point Store removed in v11 (replaced with eCommerce store, but that's more generic).
4) We have many config options defining what is shown, I wouldn't want to duplicate all those options so the blocks are controlled separately.
