It sets it to what is already most common, initially defaulting to everyone.

That's extreme, you'd just need to have gone through existing records, and edited them to the privacy level you wanted, then new ones would be on that same level too by default.

I'm actually going to make a change - for staff it'll now default to 'Everyone'. For non-staff, it'll remain statistical.

The reason in the statistical mode isn't per-user anyway, so it's likely to cause confusion really.
