I did this pretty simply, by introducing a new set of config options to control what blocks are there by default.

Gabri	Points: 70 Voting power: 17.502 Voting power control percentage: 0.247%
Adam Edington	Points: 30 Voting power: 18.994 Voting power control percentage: 0.268%
jacobgkau	Points: 30 Voting power: 11.730 Voting power control percentage: 0.165%
