I don't want us to get into the position of animating up notifications. It is likely to create problems for themers due to the added assumptions about UI layering, and it's beyond what e.g. Facebook does.

For members to make sure they have notifications they can enable native desktop notifications (the best way to handle this) and/or email notifications.

Native push notification support would improve native desktop notifications a lot, but will need sponsoring.
