Some work was done vaguely in this direction - admin_config.php and admin_themes.php now share code for rendering out fields for input. This is actually the requirement behind this issue - ability to reliably have different parts of Composr doing configuration UIs. The remaining 10% is just trying to make it architecturally cleaner, and I actually think the end-point would be more code, not less. So I'm closing this issue.
