Could it just be a caching issue, or did you do further reviewing and it still didn't update?

The fix I did was clear the block's caching on editing something subject to periodic content review.

I cleared all of my website's cache and it's still there. So I'm not sure. It still doesn't rule out a cache issue like you said because in the past, the IM had cache related problems that were not fixed by cache clearing.
