Auto_increment is already configurable in MySQL - you can make different replicated DB servers have different offsets, to avoid conflicts.
Putting multiple sites in one DB would actually really break sharding, and efficient indexing in a big way. Indexes won't fit in RAM, etc.
Site staging functionality is being considered separately via WebDav / Commandr-fs improvements.
Generally use of Composr in site-spawned scenarios is better done using existing platform management systems, e.g. Bitnami, or what Arvixe have for cloning out Composr installatron hosting packages. If people won't pay for shared hosting, the economics for this won't be right either - especially as website hosting is becoming more of a specialist thing, while most people use services like Facebook or Wikipedia for what used to be done via small personal websites.
