This is now implemented in one of our client projects. It will be specified via the THUMBNAIL symbol rather than config options; i.e. via templating.

Remaining tasks before integration:
- Document the updated THUMBNAIL symbol
- Add an option to tell images already smaller than the thumbnail to stay as they are
