Re-opened under https://compo.sr/tracker/view.php?id=5278 which is more in-line with current v11 behaviour and has some changes

It seems to me that #5278 doesn't do what is described here, which people might want.

Wouldn't a better approach be to make a new combined screen that let's you select "Forced On", "Free choice with Default On", "Free choice with Default Off", "Free choice with Inbuilt Default", "Force Off" for each option. Sometimes there would also be media greyed out, when the hook does not allow that media type (e.g. private topics cannot be notified to private topics).

Patrick and I talked, and we were able to merge our ideas, which were a bit divergent. My previous comment above Patrick's reflects that. #5278 will now be closed.
