Photobucket API down, working on workaround

Ok so the above message indicates nonsense was coming back from their API, and I got a different timeout error. I have reduced the timeout time, and swallowed their API errors.

For the record when the attachment UI shows we have to get a photobucket session to confirm display of the integration option.
