The Comcode 'overlay' tag already supports most of this, and can be used in conjunction with 'if_in_group'.

JS/HTML/CSS can be used to fade out the main site when the overlay is open.

Hard restrictions like 'age gates' are too specific for Composr, would have to be custom functionality or an addon.
