Unfortunately, after applying this hotfix and clearing out all of the website cache and my browser's cache, the problem still remains on my end.

When I went to your site to test (the recommend form has WYSIWYG and is public), I couldn't see any issue.

Oh that's weird. It wasn't working even after clearing the cache yesterday and now it mysteriously works. Maybe cron did something overnight. Heh.

I think Chrome has an in-memory cache for Javascript, maybe because it compiles it. Closing and reopening the browser is often necessary.
