This is because the privileges are not to inherit from the "cedi" module (CEDI being the old name of Wiki+ -- very confusing I know), or if not overridden there, from global privileges.

To the far left of each row is the preset changer. You can choose a preset to change it to start override privileges on this particular Wiki+ page.

They are not set as editable by default because the system is making it very clear they are not overridden. Overrides are only saved if explicitly set, by starting with a preset, because you don't want to inadvertently create lots of them and thus lose inheritability.

I will add a note that we could use a good tutorial here.
