Summary	6198: Add "private_profile" as a parental control
Description	Unless groups can do it, Add "private_profile" as a parental control. The profiles of anyone under the age threshold cannot be viewed by anyone except administrators. Make sure this also applies to "member boxes". Be vague about this error; do not disclose the user is a minor.
