Summary	6192: Some e-mails bypassing queue when they should not
Description	Some (instant) e-mail notifications (e.g. forum topic activity) are bypassing the e-mail queue when it is enabled when they should not be bypassing the queue. This can easily cause e-mail rate limits (e.g. on my server for composr.app).
Additional Information	High priority as it is resulting in some e-mails on composr.app getting blocked by my rate limiter.
