Summary	5609: Add unit test for composr_release_build.ini to check target="_blank"
Description	Add a unit test for composr_release_build.ini . It should check to ensure all form and a tags contain a target="_blank". Any links or forms without a _blank target will result in a test fail. All links and forms need to have a _blank target to prevent accidental navigation away from the make release process.
