Description	It seems that giving explanatory text a reason does not save the explantory else, else there is an issue with the link in the popup window, but all I can see is the title without any explation. It doesn't seem to like 1.1 (which is rule number).

I guess this is how it is supposed to function it just doesn't work in the same way as similar features I've used. The 1.1 link in the popup window could be fixed as the text does not load.

The text mangling in popup will be fixed.
The rest will be now visible from popup in tooltip.

Applied the edits, cleared caches. The tooltop popup is just showing the same text as that which triggers the popup, rather than the explanation. Also, the delete option for the explanation/message returns a 404 for site/warnings.php

I can confirm the deletion issue, just fixed.

However, the tooltip is showing the explanation and message, I'm 100% sure of that.
