Description We allow all users to embed tweets but this recently stopped working for anyone who is not an admin.

I tired to put this in the right spot but might have messed up. If I did, sorry, please accept my apologies.
Steps to reproduce

Log in as any user besides admin and attempt to embed a tweet with with [html] tag.
