It is probably best at this point to rip out our SVG graphs implementation and replace with the best modern third-party SVG graphing system. There's no architecture/integration advantage to maintaining our own code for this.

It all needs redesigning with a new graphing system really. This is mostly specific to our custom solution, so would be cleaned up via a high quality third party graphing system, and an improved data generation system.
