I did just fix that state is a US state drop-down when the country list is there. If country is there (or the business country is not US), state has to be manually typeable.

However, I cannot reproduce the other issues.

The state field can be enabled via the cpf_enable_state option in any event.
I don't know how to reproduce the error about state not being filled in. Is this coming from PayPal or something?

Actually, no error (on the dev install), but it always defaults to Illinois because of the dummy address being auto-filled (and cannot be changed since the state field is not visible).
