| Description | The state field only visible to purchasers if business is located in the United States. This creates a problem:
* If the purchaser chooses United States as their country and the business is not US, they do not get a field for "state", which causes the form to fail as state is required. Also, whether the purchaser receives a dropdown or an input of state depends on whether the business is located in the US. |

However, I cannot reproduce the other issues.
The state field can be enabled via the cpf_enable_state option in any event.
I don't know how to reproduce the error about state not being filled in. Is this coming from PayPal or something?
