As discussed on community chat #6, one problem with this is you can't map an IP to an ISP *plan*, just an ISP, so it would be too blunt.
I'll leave this here as I think it's an interesting idea regardless.

I'll get rid of this as California enacted its own Net Neutrality, which is pretty key:
