AdSense ad at the top of the site

This measure is to grant members of the Board the ability to add one third-party ad at the top of every page on composr.app (provided by AdSense).
The purpose of these ads is to raise a small amount of funds to support Composr development. Currently, the funds will go to PDStig, LLC, which is the primary active maintainer of Composr CMS. For the first $23 raised in a given month, the funds will go towards hosting the composr.app site. After that, for every $25 raised, PDStig, LLC will dedicate one hour of development time to Composr CMS in addition to any casual development or client-sponsored development.
AdSense ads will only be displayed when no community-purchased ads are available for display.
Only one ad will exist on composr.app at any given time; this ad will be a banner ad at the top of the page with the dimensions of 728x90 pixels.
This measure needs a simple majority (51%) to pass.

Is the hosting $23?

Technically, it's ~$45/month for the entire server (OVH had a very good bargain when I rented this server). But I host multiple sites on it, including composr.app.
My standard "managed hosting" rate is $23/month per site. Some of that covers the server costs, and the rest covers my time doing maintenance.

Alright, we have a problem.
AdSense will not work when Cloudflare's "Under Attack" mode is active. However, I have to keep it on for now due to the overwhelming number of bots trying to access the site.
This may not happen.
