Part of the problem is that there are various things underneath members, e.g. CPFs. That's why it's currently on the generic 'Tools'.

Out of curiosity, I looked at other CMSs I have installed. Drupal, Wordpress and Joomla have a dedicated Users option and Magento has it under System -> All Users.  Not a fan of adding another main menu item, just sharing data.
