2rand[0,1,1]Any one know what this is? I am assuming it's a Bot? Anyone know how to stop this?

Oh, that's weird/annoying.
You can deny access to the chat room to Guests using normal permissions when editing it.
I think that's the best you can do unless you try really hard to trace bots, as we can't realistically add a CAPTCHA to the shoutbox.
