Help in transferring from old host to new host.

Let me start by saying I hate to rebuild when I have a site that I already have created.

How does one transfer to a new host and retain the old settings without recreating the wheel?

Setting as in passwords and logins?

I have the database set and I know to edit the settings in _config to point to the database yet all the rest of the files after the swap is breaking my site. 

What files should be excluded in the move?

I am all good now…. actually it was a permissions issue and cache that gave me problems.
